The Statewide Open Roads Policy is an agreement between the Florida Department of Transportation  (FDOT) and the Florida Highway Patrol (FHP) to open Florida’s roadways following a traffic crash in an urgent manner for the safety of responders at incident scenes and for motorists traveling in Florida.
